I think SyleXP is one. I don't really know too much about making visual styles so thats the only one I know about.

Well, I had it, but can't use it now that XP became unstable on my PC. I'm awaiting my job permit so I can get a 7 computer.

No. I ran the "LSPatch" to remove the logoff/shutdown text in the startmenu and it malfunctioned.
